Encourage managers throughout DHS to offer more rotational and detail opportunities, even across components, to temporarily backfill for vacancies or to fulfill short term staffing needs. Not only is this an outstanding learning opportunity for all parties involved but it also improves efficiency by temporarily reallocating resources we're already paying for to meet staffing needs. I've seen announcements posted on DHS Connect; however, they're very limited in number, usually only for GS-14+, and they're mostly supervisory. This is something the lower grades should be able to take advantage of as well but I don't think most managers know it's an option or what they need to do to pursue it.
