GSA Fleet Sharing and Accountability Could Save $6Billion and Environment

GSA has about 212,000 vehicles in its fleet divided among 75 federal agencies. Most of these vehicles are assigned to individuals ie. one vehicle one man. Last year alone, GSA spent $287 Million to buy 17, 205 new vehicles to its fleet bringing the new number to about 220, 205 vehicles. Each vehicle than requires insurance, gas, toll expenses, parking fees in some instances, violations etc etc. Lest not forget most of these vehicles are either V6 or V8 ie gas guzzlers. Most of the individuals drive vehicle care-free thus which leads to damage to vehicle as they tend to think "who cares its not my personal car". Red light and no parking violations are amount to un-necessary spending. All this and on top of it, GSA replaces majority of the vehicles every 4 or 5 years depending on agencies, some which have literally 0 miles on them. I, everyday see blocks filed with GSA vehicles just parked at one spot all day, some for weeks/months. How about we stop allowing the use of GSA vehicle for personal use/personal commute such from home to work or lunch or dinners or even shopping because if i were make a list i would have about 500 vehicles daily i would say that totally violate the so written, "For Official Use Only".


Instead provide transit assistant or bus service etc so the employees can come from home to work and back instead assigning a GSA vehicle.


I believe that by setting motor pools, as such implemented by NYC for its agencies currently in trial, where a set number vehicles are being shared between agencies, so instead having a vehicle assigned to an employee who might not use it for that day or even for the whole week or month, it sits in a parking with all, from where anyone needing vehicle could sign it out and return it when done.


Additionally, gas should be pumped at the motor pool to save money as by signing a fixed price or regulated price contract with a supplier. Vehicles should be checked before being signed out and checked when signed in as it will help account for damages to vehicle, usage, mileage etc.


Additionally, having one vehicle assigned to one employee, vehicles could be shared, CARPOOL, so if two or three or four employees need to go and do field work in one single area, they can carpool. Additionally, if possible the usage of vehicle should be limited in metropolitan regions as of availability of public transportation unless of-course for law enforcement or emergency/urgent needs. As my observation is that you will get where you need to be faster on subway than you will on car because of rush-hour/traffic etc in major cities such as NYC, DCA, LAX, ORD ie.


All this could leave to annual saving of close to 1 billion dollars and overall saving of about 6 billion dollars every 5yrs. And with all this saving, we could help save environment too.


*Savings are rough numbers i figured by calculating if it costs $287Million to purchase 17000 cars, how much it will cost to replace 212,200 vehicles about every 5yrs for estimated $3.5Billion, plus taking in account the gas, insurance, tolls, violations, and misc will estimate to savings of $5 - 6Billion.


*Further, how about not assigning a vehicle to individual with bad driving record/history.


*Not using GSA/civilian vehicle in combat zones, its unsafe, and leads to more casualties.
