Develop a system where employees can identify their availability to unilateral in positions as like a spare tire in a car. Our greatest savings in government is the employee who has versatile capabilities but are not utilized. We will get more for less if we start within and allow every resource that is available through our employees, the opportunity to be identified. The right motivator, skilled trainer, community connected, people oriented and job success focused exist in our government but they are surpressed by tunnel visioned management that is not designed to capture how to tap into the heart of the functional workers.
