Health Care Stipend (Not take FEHBP)

Give Federal Employees the ability to shop for the best deal for Health Insurance and if it is outside of the FEHBP then offer then a monetary stipend not to take the FEHBP provided they prove they are still recieving comparable insurance. This may encourage more competition and drive health care costs down through traditional free market principles. As a large workforce the federal employees may be able to drive healthcare costs by the sheer size.
