I have often traveled with co-workers (both military and civilian) with whom I would gladly have shared a hotel room. It would be a great idea to provide a small incentive (maybe $20/night) to travelers who volunteer to share hotel accommodations while traveling on official business (with supervisor approval, of course, and in line with organizational policies on fraternization, etc). That would result in a substantial savings to the government on often pricey commerical hotel accomodations, with a small portion of that savings returned to the travelers who enabled the savings, and it could be implemented across the government, not just a specific branch or organization.
