Make dealing with non-performing employees easier

Salaries are probably the single greatest cost that the Federal Government pays. By making it easier to fire, hire and improve performance, salaries will be paid toward quality people who are working hard. It takes a lot of time to hire and fire people and because of the time lag and difficulty, employees and managers become demotivated and money is wasted. Making it easier to deal with non-performing employees raises the morale of the entire rest of the workforce and also helps promote positive, high expectations that people can aspire to meet and exceed.
