a multi year budget process. The yearly budget process is often just that...a year long effort. The manpower expendature for budget development and justification on annually could be significantly reduced by having a three year budget. The annual effort for budget development and justification involves all hands across the organization to some extent. At least for research and development offices, where the investement in technology development is the mission, priorities should not change annually when the development time frame is measured in 10's of years. A well proposed multi-year budget based on analysis and expert buy-in with quarterly and annual milestones to measure progress would save not only man-power cost but provide would provide a funding stability that our stakeholders have asked for many times.
