I suggest a mandatory business case to justify all decisions to DISALLOW telework for non-operational positions as part of any new real estate acquisition involving non-operational personnel. This will force agencies to evaluate positions so that the government only procures the amount of office space it actually needs to fulfill mission requirements. Additionally, increased work performance should result because management must evaluate personnel based on what they produce instead of whether or not they are at their desk, because they have no desk.
