Promote Congressional Legislation to Reduce "Year-End" Exec. Agency Budget Waste

To encourage efficient, focused, and taxpayer prudent spending priorities by Executive Branch Agencies, Congress should consider a law that will allow Executive Branch agencies to "bank" any excess or unspent annual/multi-annual appropriated funds into an interest-bearing account. The accrued interest could be returned directly back to the taxpayer or used toward the federal deficit. The excess funds could be applied toward the agencies next budget submission to Congress, thus lowering the burden to the taxpayer. We need to avoid the fiscal year-end waste of taxpayer's money in order to preserve budget balances!!! (Historical note: I have been told that at one time that the U.S. Weather Bureau (now the National Weather Service) returned unspent agency funds back to the Treasury.
