Reduce contractors and let feds do technical work
Quit outsourcing so much of the technical work!
I have a MS in a technical discipline (paid for by the US govt), years of hands-on experience in mid-tier and mainframe systems and over 20 years with the federal government, yet CMS has decided to "contract out" every facet of technical work. We'll even overpay for a contractor to construct and manage a basic excel spreadsheet.
As an example, do an audit on the Oracle DBA area and see how "busy" the contractors are. We have way too many contractors and a technical staff that could do the work but are restricted from doing so.
Why not use contractors for what they are intended for - unique and specialized services that have a defined end date. The federal workforce should be "brought back" to do the technical work, especially considering that we've proven our loyalty and abilities.
