I suggest the institution of a moratorium on renaming any existing USG agency, office, program, entity, or facility. Giving something a new name is too often done to create the appearance of substantive change when in most cases there is little or no change in objectives, responsibilities, or functions. Changing a name results in substantial costs incurred to replace enormous amounts of material and publications that reference the name, references such as Internet links being made obsolete and useless, and time and effort wasted as people search in frustration for an office, program, or building by a name that is no longer current. Not changing a name, on the other hand, costs nothing.
