Create and implement a Skills Database (Searchable) in which employees place their resumes - to include training, as well as objective and goals. Managers throughout the Intelligence Community may have a need for a detail - maybe just a few weeks or six months - and be able to search the database for a candidate. Some people might like to detail to get cross-training experience while others would like the experience for upward mobility. It is cost effective in that you save time and money by not having to put out announcements. You also have a larger pool of candidates and can offer collaboration within the IC.
