With timekeeping and pay being on a biweekly schedule, many staff are busy with pay-related work only every other week. I've seen many timekeepers being somewhat idle on the non-timekeeping weeks. Splitting the workforce into a staggered pay schedule, so that half get their biweekly pay each week, would spread the work more evenly. Fewer staff would be needed to perform the timekeeping and pay functions.
