Stop paying twice for the same software

Separate hardware and software purchases. Often VA purchases hardware with an OS installed that VA already owns. This means that VA pays retail price for something it already has purchased and is paying twice. With few exceptions VA could purchase servers, laptops, and workstations with "no operating system" and save millions of dollars annually. About 20 percent of all hardware purchases include operating systems that do not meet the VA standards and have to be replaced with VA standard images anyway. By purchasing hardware without pre-installed software as a VA standard practice VA can realize significant savings.
