Office of Personnel Management

Unify and streamline security-clearance process

PROPOSAL: Create a single Bureau, perhaps within OPM, DOD or DHS, that specializes in one thing: Doing background checks and security clearances for all other bureaus.

RATIONALE: I recently took a federal job that required a security clearance. I had to go through the complete process, despite the fact that I was coming to the agency from the Air Force, which had ALREADY done the EXACT SAME THING. In other words, the American taxpayer had to pay me to research and fill out the very long questionnaire; pay someone else to process it; pay someone else to investigate it; and finally pay someone else to approve it -- all work that had already been done!

I respectfully submit to you that there is not a single person in the country who would not think that was a crazy waste of taxpayer money.
