Consolidate local military recruiters into one civilian position

My innovation is to change the military recruitment process by having civilian recruiters.
Personnel: One GS-11/12 could replace five E-5/6’s. There is savings in personnel costs and those uniformed individuals can rejoin their unit and ease some of the combat rotations.

Civilian/Contract Workers

Minimize the amount of contractors hired to perform duties that trained military members can perform. This would save money and allow fellow service members to obtain and or utilize their training at a much smaller expense to the Government. Eliminate Excessive Holiday Leave for Some Federal Employees

Only allow 80 hours of holiday leave per year for each Federal Civilian. Currently, Federal Employees working the Alternate Work Schedule or "four 10's" have increased Holiday Leave +10-20 hours per individual. Offer buy-out to Fedreal civilian employees

This could apply to Federal Civilian Employees accross the board. Offer a lump sum buyout to civilian employees for those positions that are overmanned or under-utilized. Lump sum buyouts and early retirement was used successfully in the 90s. Offer a buyout or early retirement package based on the individual's rank, salary and years of service.
