I suggest you replace the Coast Guard's enlisted accession program with that of the DoD's programs. The Coast Guard currently creates hundreds of non-rates every year. Non-rates are individuals in pay grades E-1 through E-3 who do not have a designated specialty and who typically fulfill janitorial and other low level services and manual labor. Convert US Coast Guard to a civilian workforce

The US Coast Guard is not unlike any other multi-function agency. They have defense, safety, emergency response, and mission support assets just like ICE, CBP, or FBI. Converting to a civilian government office (which would still be smaller than the NYPD), you could save in travel/relocation costs, retirement, and myriad other costs associated with outfitting an armed force.

Make New Coast Guard Cutters Gray, Not White

The Coast Guard can save a lot of money by painting new cutters gray rather than white and doing the same when repainting the white hulls during routine maintenance. This change would prevent crews from constantly painting over every little scuff mark, decreasing the total amount of paint used, time spent, and associated risks.

Eliminate free Flight Meals aboard Coast Guard Aircraft

Current CG Food Service Policy authorizes the provision of Flight Meals to aviation members engaged in Flight operations if the operations occur during meal hours, etc., at no cost to the member requesting the meal.

That same meal if served to a member of another community (boat crew training with the Aviators, for example) would result in that boat crew member being charged approx $4.25 for the identical meal provided... more »

Eliminate Federal Coast Guard Authority on waterbodies not truly used for interstate commerce

Currently, there are completely unenforceable requirements upon inland lakes and waterways that meet the definition of being "navigable" under law. However, there is no realistic way for the USCG to enforce licensing and other requirements on these bodies of water. A clear example of this is the Lake of the Ozarks in central Missouri. Consolidate local military recruiters into one civilian position

My innovation is to change the military recruitment process by having civilian recruiters.
Personnel: One GS-11/12 could replace five E-5/6’s. There is savings in personnel costs and those uniformed individuals can rejoin their unit and ease some of the combat rotations.
