At USDA/NASS we use FedEx all the time for packages and envelopes, especially for 'priority' deliveries. It’s no secret that the USPS is suffering. Instead of 'outsourcing' shipping AND bailing out the USPS why not keep all mail originating from federal offices in the federal system and use the USPS? Stop using FedEx as the government's primary mail carrier. U.S. Mail is much cheaper. At the DOJ, U.S. Mail is extremely slow because it is scanned for anthrax, while FedEx and UPS are not. This is wasteful and unnecessary.

Why is it that as a Government agency we have a contract with FedEx to ship our lab work overnight to a Government lab when we have the U.S. Postal service that could provide the same service. If the Government as a whole would utilize the agencies that we have at hand it could save millions overall. I suggest that you require written justification attached to requests for FEDEX and other delivery services. Employees should be required to say why the delivery must be overnight, and why the cheaper postal service cannot be used. Keep a supply of postal service boxes. The will give them to you for priority and overnight mail.
