Train all office workers how to use a COTS database tool such as FileMaker Pro or Microsoft Access, including when to use a database instead of a spreadsheet. There are hundreds of thousands of government workers searching and hand-tracing between informal lists and tables made in spreadsheets, which could be done much faster and more accurately using simple databases.
