Incentive To Save

Federal employees and agencies have a disincentive to save money. I suggest these disincentives be removed. For example, for me personally, my performance standard says I will fail if I spend less than 97% of my project budget. If I find cost effective ways to accomplish my project and save 10% of the budget, the result will be putting me on a performance improvement plan for not meeting my 97% budget goal. After a recent stint at one of the FLETC, it became blatantly obvious exactly how much in government funds is wasted via the government's contracts with travel agencies such as Sato/GetThere. Benefits to reduce possible unneccesary end of year spending

In order to encourage government agencies to save money I think we should create a program whereby any office that does not use their full budget should be able to access that money in the future. The extra money should be pooled into an interest bearing account. Incentives for Out Performing Quotas or Monthly Goals

I believe that employee morale and as a result, productivity, would be greatly improved if management spent as much time offering congrats and thank-you incentives to employees who meet or exceed performance goals, especially those who exceed goals and help the whole office's numbers, rather than spending so much time and attention on how the office need to be more efficient, more productive. The current system for determining funding in all areas provides an incentive for people to waste money. It is very difficult to get the same level or more money for the next year, if the entire budget is not spent. This encourages people to spend all of the money even if they don't need it, not because they want to be wasteful, but because they might actually need a larger budget the next year.
