RE: Don’t penalize agency’s budgets for turning money back in.

Although these ideas are similar ideas are about the same subject. "Don’t penalize agency’s budgets for turning money back in." and " No penalty for saving"

The idea that we need to reward managers is just wrong.

Because, It's the managers and higher up personnel job to make good decisions that’s what agencies get pay them very well to do and turning a blind eye to this problem and over and over not doing any... more »

Eliminating Employee Cash Awards

According to recent OPM data, almost 90% of employee awards are in the form of Individual Cash Awards. The practice of awarding cash to federal employees for ratings-based performance, and for specific contributions such as special act and /or service awards should be stopped.
The federal government practice of making super-secret deposits to an employee’s bank account with no public recognition of an award has now... more »

No Use or Lose Budgeting

As submitted last year, I again recommend an overhaul of the budget allocation/expenditure process, which requires "use or lose" of budget. This idea affects every agency, department, and entity. For teams (agency, org, or team) that show fiscal responsibility to spend exactly or less than what is given, there should be some recognition. A portion of the first year of savings can be rolled over into the next year,... more »

U.S. Savings Bonds OR 1/2 the award in Cash

My suggestion is for the manner in which awards are given as cash awards to instead be given as savings bonds in the full amount or half of the award in cash. For example, if a person is given an award in the amount of $10,000 then they would have the option of accepting half of that value in cash or a bond would be purchased for $5,000 with a full maturity value of $10,000. Then the employee would have the option of:... more »

Use USPS NOT FedEx for Government Savings and Security

At USDA/NASS we use FedEx all the time for packages and envelopes, especially for 'priority' deliveries. It’s no secret that the USPS is suffering. Instead of 'outsourcing' shipping AND bailing out the USPS why not keep all mail originating from federal offices in the federal system and use the USPS? The USPS offers the exact same services as FedEX and since it is in the federal system, in theory, our federally protected... more »

Publication Costs

The cost of Federal Register publications are extreme. Since many agencies are required to publish notices of agency actions, these expenses are not only high, but frequent. Furthermore, many agencies publish the same information on line and many people obtain the information electronically. The Federal Register is not as useful as it was in the print-only world. I suggest changing the legal requirement to publish... more »

Provide non-motorized vehicle reimbursements.

Save travel costs, energy costs, go green, and increase health of federal employees by providing low cost non-motorized vehicle reimbursements rather than only providing the current high cost motorized vehicle use rates. If as an example, just 2% of the federal employees would use bicycles that could be reimbursed at 10 cents per mile instead of 50 cents/mile for automobile use -- many millions of dollars would be saved... more »

"Clean Your Office (or Workspace) Day"

I suggest that once a year, everyone in the Federal government celebrates, "Clean Your Office (or Workspace) Day". Unused and unwanted items can be displayed in the facility halls or in a common area for others to use. This is somewhat like a mini rummage sale, but everything is free. The question here is, "Just how many pens can one person use before most of them dry up?" If everyone shared their extra supplies, whether... more »
