Every year I have great concern when I see all the branches of government in one place at one time during the State of the Union Address. This is one big target for terrorists. It wasn't that long ago we all witnessed the events of 9/11. It would be a wise decision to spread the branches of goverment across the US and not have it consolidated it one place.

Transfer the HSPD-12 initative to PERSEC. Agencies "replicate user accounts" as they hire / inprocess; and cease when the employee moves on.
Can tie to centralized pay and finance systems.
Can also intake personnel with "special skills" to prequalify for security clearances (and blackball if not applying for federal positions to avoid trophy hunters).
I suggest that DHS accept security clearances from other Federal Agencies. This would reduce the manhours necessary to process and track. I have been waiting for 8 months on a new hire to clear security

I work at a University back home in Dubuque, IA and we require our students to register their PC's by running it through a minimum security software levels before allowing their PC's to be able to connect to the University's network resources by use of vLAN's.
