Changing the culture surrounding budgeting

I suggest the government change the way the budget is managed for the military. The way the process is set up now, as the fiscal year comes to a close, the military tries to spend all of their money to ensure that they receive close to the same amount every year. 3 Year Time in Rank for O-1 and O-2

I submit that the goverment could save $2,707,600 each year by adding one year each to the time in rank requirement for O-1 and O-2. This is based off of the FY-10 pay chart and the estimate of 700 newly commissioned officers each year. This would also produce better experienced officers by the time they reach O-3.

Change the way Government spends $

I suggest the Government revise/change the way money is spent. Every single fiscal year people rush to spend their budgets because if they don't spent it the next years budget will be reduced. There is a lot of wasted money spent every year for construction, services, commodities that are not necessarily needed at that time. The Federal government should employ “Zero Based” budgeting. Relying on historical budgets builds in waste from historical practices. Streamline the budget process, eliminate the dis-incentive to return money to the Federal Government, make it a measure that agencies that are able to return money can change the "color" so they can use for local projects that did not receive funding. Simplify the financial accounting system

Simplify the financial process by developing a SINGLE financial tracking system that can track all money distributions, obligations and expenditures. This should be as simple as looking at a personal bank account and doing personal reconciliations.

Frequently an organization’s end of the year leftover funds are spent, many times frivolously, to justify next year’s budget. Instead of penalizing an organization with left over funds, reward and allow them to maintain the same budget.
