Cap Indirect Costs for Grants

Limit indirect costs on grants, co-operative agreements and contracts. Nearly a third of the NIH budget every year is spent on facilities and administrative costs which do not directly contribute to improving the health of the nation.

Capping these costs, requiring cost sharing for some mechanisms, or at least having a standard F&A rate across federal agencies would save hundreds of millions of dollars every year.

Hold Grantees Accountable for their Budgets

More often than not, grantees are simply manipulating their budgets. In other words, they tend to "disguise" an unfavorable variance, so that their budget reports correspond with their forecasts. As a consequence, grantees are not held accountable for poor forecasting techniques; which, ultimately costs the federal government millions of dollars in wasteful spending annually.
