Every year it seems that all agencies spend 100% of their annual budget. Managers feel that, if they don't spend it all, the following year's budget will be reduced. We need to reward managers that operate under budget and assure them that their next years budget will not be reduced. I suggest you create an incentive program for traveling government employees to lodge at cheaper hotels in order to decrease travel expenses. I envision the incentive program being based on the amount that the lodging expense is under the maximum lodging rate. For example, The maximum lodging per diem rate in Pittsburgh is $119. I see a lot of energy savings ideas floating around, but I believe the best way to work a problem is accountability. We should install energy meters that independently transmit real-time energy consumption data to a self-monitoring database. The database can calculate the energy usage per person in the office and automatically issue awards to offices that use the least amount of energy in their personnel population... more »

Combine Efforts and Resources

I suggest that various government agencies, including state agencies, combine data, manpower, equipment and other resources when doing studies or enhancing anything in our common interests. Just some examples would be studies on salmon, wildlife sanctuaries or delta enhancement studies.
