I suggest the VA convert beneficiary travel over to an EFT/ACH "debit" card instead of paying Veteran's travel benefits by cash or check. The DoD eliminate commissaries and exchanges on every base that has a commercial grocery store or Wal-Mart, Target, K-Mart or other mall within 10 miles of the base. I suggest that we make agencies more directly responsible for their work functions by allowing them to convert contractor dollars into Federal employees. Save travel costs, energy costs, go green, and increase health of federal employees by providing low cost non-motorized vehicle reimbursements rather than only providing the current high cost motorized vehicle use rates. IT contract staff become PFT's

I suggest that all IT contractors become PFTs. This would save the agency a significant amount of money. It would cut down on overhead costs that contracts take in and it would give DHS much more flexibility to have components that could talk freely to each other without the threat of ethical issues arising from having contractor's in meetings they should not be in.
