Set-up fingerprint scanners on the computers of every U.S. Government employee, and salaried contractors. This would provide a real accountability system. Install centralized document scanners near copiers to allow for the conversion of hard copy documents to electronic format. These electronic documents can be easily indexed making searching and retrieval quick. Administrative saving could be large.

Scan More, Mail Less

Interoffice mail should be limited to items that cannot be scanned and emailed (or posted to a shared folder or workspace). If employees have access to a high speed scanner, no document is too long to be scanned and emailed.
