Reserve component integration

I suggest you merge the reserve component and guard under a single unified command structure - does away with two independent chains of command and would significantly reduce the overhead - offsets could be given to the active Air Force since they presently cannot meet their taskings at current manning levels

Invest in Civil Service Employee Professional Development and Training Too.

I was a contractor for twelve years prior to becoming Civil Service. After becoming Civil Service I noticed a significant disparity at the local level in the amount of funds availalble for contractor personnel to travel for the purposes of professional training and seminars compared to Civil Service personnel. In my experience contractors seem rich in funding provided by the government to travel and train for professional... more »

Rethinking Budget Execution

I suggest changing the mindset when it comes to execution of organizational budgets. This idea is not easy due to appropriation law, but a solution can be worked out. My main point is that if an organization does not fully execute their budget at the end of the fiscal year, particularly if the funding expires, the impact can be doubly damaging. Telecommunications Consolidation

Consolidate all telecommunications in the Defense Information Systems Agency. The Military Departments and Defense Agencies have duplicate systems that overlap. We move the circuits and services to the DISN, turn off the duplicative circuits, and reduce overseas telecommunications staffs.

Generals Insist on Unnecessary Home Remodels

On our military base, some General's and their spouses have expectations that they can remodel their government-owned home any way they want. Recently, a General requested a countertop be removed from a historic home on the base to be installed in his interim home. The reason was that the General's wife did not like the current countertop, however they would be living in the home for 1 year or less while their permanent... more »

Tighten guidance on Civilian Labor Comp and Overtime Hours Pre-Approval Process

Within DoD, and most likely other Agencies, the Comp and Overtime Hours process needs to be tightened greatly. In the Air Force, a keen observer is likely to see many civilians talking away during duty hours with friends and planning after hours events, golfing times, fishing trips, travel plans, etc...and then, still claiming COMP or even OT hours. These hours are costing DoD and US Govt budget dollars. While the USAF... more »

Reduce or eliminate USAF non-mission essential functions: Qtrly/Annual Awards Process; Framing functions when SQ Leadership PCS,

Be around the Air Force for a while and one will know exactly what this means in workhours consumption. Massive amounts of hours are consumed by enlisted and civilian personnel doing these functions noted in title. Yes...during the workday most often. Qtrly/Annual awards process burns up all sorts of time drafting up the awards, refining them, deciding on awardees, using GPC funds to buy the awards, etc...For the framing... more »
