I suggest you provide buses that will pick and drop employees to and from work and then eliminate transportation allowances
I suggest you reduce some of the too many lights in the Embassy compound to save energy and cut electricity bills
All the little agencies at post wish to each have their own little internet VPN. Each one has their own funding so each one orders an DSL line, router, ect. It would be better to combine all agencies DSLs into one high speed line at the Embassy and share it. Less routers, less circuits/costs.
Allow for use of non-blackberry platforms to be used to check email on the go. Utilize existing personal smartphones (Iphone, Android platforms) to allow more employees check unclass email
Stop giving Fullbright scholarships worth hundreds of thousands of dollars to foreigners until we get out of our 13 trillion dollar debt. Then resume. Or at least have the decency to spend American taxpayer money on poor but bright Americans who can't afford college, or graduate school.

Pay attention to vehicles ordered for use overseas. It makes no sense to order large, oversized SUVs for use in crowded, tight cities. Why send a Chevy Suburban to Bucharest, Romania - where streets are small, crowded, and gas is expensive - for small deliveries and errands, when a Ford Focus will work better?
Bigger is NOT always better. Consider the location, the need, and the continuing cost.
A simple program is capable of shutting down inactive computer monitors at designated times of day. Monitors, even when in standby, continue to consume power. By automatically turning these monitors off, entire agencies can reduce power consumption and increase the shelf-lives of the equipment. Less power used and longer life cycles results in saved money across the entire government.
I suggest to clear all the materials HHE,UAB,Vehicles..etc) through the Customs which are arrive to all posts and departe the posts by the shipping sections at the Embassies not by the contractors this means save a lot of American government funds.
