Performance Incentives

Many agencies have performance award programs. However, performance incentives like bonuses, when used, are often given to so many employees they quickly lose their financial significant and power as positive incentives. In view of the Health Care Reform Act, I am suggesting that SSA get authorization from SSA clients to release their e-medical record to Health and Human Service and other appropriate federal agenciies. While the federal workforce has many talented and hard-working people, there are too many low- performers. Such employees are a wasted resource and an incentive program to improve their performance is urgently needed. Connect the federal dots and cut the fat

The OMB Director directs agencies to “cut 5 percent of their budget by reducing or terminating poor performing or low priority programs…”
Haven’t we tried this before? In fact, we make budget cuts in programs within agencies as a regular budget exercise. Above the line, below the line.

Wasted man hours and suggestion time

utilize deduplication software to seek out and eliminate duplicate entries at this site. There are likely thousands or tens of thousands of man-hours spent on this site looking at duplicate entries. From my observations, though there may be subtle differences in many suggestions, roughly 60% of entries (such as lighting, travel policies, benefits, etc) are duplicate or similar entries. Buy efficient on-station use vehicles (mini-trucks, golf carts) vice full size vans and trucks.

I suggest replacing on-station use only vehicles with smaller gasoline or electric vehicles (mini-work trucks, golf cart type vehicles etc). These vehicles are more energy efficient, cost less to purchase and maintain and will allow more personnel access vice having to drive personal vehicles around the command for govt business.

Work is an Activity, Not a Location

I suggest greater adaptation in telecommuting. As a frequent traveller, I experience various outages when returning to the home office keeping me from logging back into the network - network port is shut down, SIPRNET access is shut down, desk equipment falls out of some criteria for access.
