look at consolidation of military main communications facilities into regional Joint Communication Facilities. The Navy has what are called Naval Computer & Telecommunications Area Master Stations (NCTAMS). Under this model, the DoD could employe Joint Computer & Telecommunications Area Master Stations (JCTAMS) strategically placed within the COCOM Areas of Responsibility. Incentivize DoD to Discontinue Year End Fiscal Spending Sprees (via MWR Percentage Return)

Issue: DoD year end fiscal spending in order to secure the same size budget for subsequent years is wasteful, but institutionally (if not legally) encouraged through a significant portion of the DoD.

Solution: Deal with the issue at the Congressional level and force a revamp of the laws and regulations which govern this. Being a simple guy, here is a simple solution: Reward excellence and proper stewardship! Structure... more »

DoD a leader for Water Conservation efforts

The Department of Defense should lead water conservation efforts by implementing water collection methods and recycling on its facilities, ships, etc...For example ships undergo inclement weather at sea instead of allowing rain to go down the rain, a collection method or apparatus should be installed to redirect or harness this wasted blessing.

Combine Budgets for DoD&VA Healthcare

Combine the healthcare delivery budgets of the DoD and VA. This would be complex and would require a "military readiness" carve out, but would save the taxpayers over a billion dollars annually once complete while improving access to care for service members, their families, retirees and veterans. I have worked for over 30 years (combined) in both health care systems and believe this is certainly a plausible alternative.... more »

GSA (dis)Advantage

It is mandatory that we use "The GSA Store" for government purchase unless the item needed is unavailble through them. The GSA Store that we are told to order from is extremely overpriced compared to other resources for purchase of office supplies, furniture, etc. In several instances supplies are overpriced by as much as 50%. I recommend that we stop making use of the GSA Store mandatory if one can prove that items... more »

Replace Contract with Civilian/Military, Save $50M in 4 yrs

Our command is being hosted by an agency who uses a contractor for all of their IT services. This agency is not DoD and does not have the same requirements that we have. The result of this forced-fit is that the DoD is paying for servces we cannot use and paying extra for services that all DoD should normally be included. I recommended a hybrid of support that would leverage the existing IT infrastructure, while taking... more »

Recycle/Reuse

Recycle all used walker, wheel chairs, bath benches, canes and related rehab equipment. Millions of dollars are spent each year on equipmnet, some of it is returned or gentelly used. This equipment could be reissued and save money for the VA/DOD. OR it could be donated to an organization that can fix or clean it.. Currently we have to discard these itmes.
