Use the Same Planning Periods

Several agencies need to work together to accomplish their mission; however, lots of them make their internal plans in silos and then try working together with others. If there's an overlap mid-stream, it is unlikely to be dealt with because budgets have been allocated, people don't want to lose their power, everyone is already used to doing something a certain way, etc., etc.
