CONVERSION FROM THE NSPS PAY SECDULE BACK TO THE GS PAY SCHEDULE.

As part of the conversion from NSPS back to the GS pay schedule, any employee that would be being paid at a rate over the top step in the GS grade they would be going back to, would be automatically be placed into the next higher grade level at the appropriate step equivalent to their present pay. I suggest you develop a (Google-like) gadget in which meeting administrators can enter the number of participants and an estimated average salary burn rate. Like a timer, the gadget tool would display the number of tax dollars being spent. Computer Printers -Cartridge Expense/Government Wide

I suggest that 90% of printers for computers in government use do not need color printers. Printers should be developed for government use with black only cartridges. These cartridges could be made to have 3 times the amount of ink they hold now. The amount of money spent on ink cartridges for computer printers is astronomical.

Operate the Federal Health Insurance system like a contract.

Instead of having so many choices in the Federal Health Insurance program, issue a 5 year contract (Base year and 4 option years). Select the top 5 providers based on price and benefits (including Dental coverage), each year the providers would be rated by the federal employees which have selected that specific provider, any provider receiving an unacceptable rating would not have their option renewed and a new provider... more »

To effectively reduce costs across government, why not create one special Cost Cutting Officer (Presidential Appointment) to oversee each agency (Legislative, Executive, and Judicial). This individual could be located within the White House or OMB, or GAO and be specifically tasked to spending oversight and compliance.
