Publishing budgets, internally with the Federal Departments

Published budgets - In pursuit of the Presidents open government I believe there are substantial savings and cost gains in efficiency within ALL Federal Government Departments.

Publishing budgets openly (with detail down to $1K) will allow for staff members (non-managers) to provide a useful "check" on Manager's allocations of budgets.

In many, if not all, Federal Departments, lower level staff are not "privileged"... more »

Stop Agency Conferences at Hotels/Conference Centers

Specifically address the number of Government Conferences and make them prove an ROI (not just cancel them). Each agency should give the top five agency 'conferences' that are sited at a hotel and conference center and justify the site costs, the staff time to organize the events, and the employee travel to attend.

SAVE THE AMERICAN TAX PAYER

Do away with federal income tax and set up a federal sales tax. This will draw income from anyone who purchases items from retail stores, gas stations, anywhere money is spent. I know this idea has already been talked about before but as a born and bred american citizen I am tired of paying for people who don't pay federal income tax. It is a shame that in a country that is supposed to be free we sure don't live free.... more »

ONE-STOP-SHOP FOR SERVICES

Public services are traditionally delivered through a plethora of government agencies via programs that are not connected with each other. Many times, these programs are delivered by different levels of government, oftentimes with different qualification requirements for service recipients. Create a Department of Government Travel

I suggest you create a separate department to administer to and regulate government travel. Its purpose would be to maximize fuel efficiency, implement and promote teleconferencing in lieu of most government employees' use of unneeded travel and create a consolidated regulation of the implementation of the latest electric vehicles.

President Obama's government of professionals

If President Obama is to have a government of professionals, it is necessary to begin by upgrading the Office of Personnel Management (OPM) standards for all career service professionals. This is because prior Administrations, for political reasons, (i.e. outsourcing) lowered the OPM standards to tip the balance in favor of special interest groups to hide all levels of corruption and gross incompetence. For example, in... more »

Budget Formulation Policy Streamlining

Each agency is required to prepare and issue a policy on budget formulation in conformance with OMB Circular A-11. However, there is a statutory requirement that no agency can issue its policy until a very busy office within OMB approves the policy. This generally involves a waiting period many months or even a year or two long. What if the OMB approval were replaced with the requirement that the policy state that... more »

Compeitive Travel costing

Allow government employees who will be traveling to utilize/submit a lower cost option to the standard GTR requirements. If approved the savings would be shared between traveler and government. Traveler risk would include being required to pay any costs that exceed normal GTR cost.
